An explanation of revenues and expeditures

School financing is complex, so it's not surprising that citizens and even some school board members and staff can find it confusing. The following charts are intended to clarify where school district dollars come from and what they're spent on, based on averages.

Revenue Sources

State appropriation (81%)
These funds are based primarily on pupil counts and include appropriations for general education as well as specific programs such as nutrition, arts, libraries and technology.
Property tax levies (17%)
Money raised through property taxes that are based on levies certified in the previous year.
Dedicated funds (1%)
Tax relief aid (1%)
The state pays the district so it can turn around and lessen property taxes to individual taxpayers. Major aid programs include the homestead credit, the agriculture credit and referendum tax base replacement aid.
